LEADER PROGRAMME UPDATE – SPOTLIGHT ON PROJECTS BULLETIN

The Outer Hebrides LEADER Local Action Group has approved grants to 12 local projects recently - summarised in the latest LEADER Bulletin Spotlight on Projects (click for the link) - taking the total awarded from the 2014-2020 Programme to over £1 million.

In all, 17 community-led projects with a combined value of almost £3.5m were supported by LEADER funding in 2016. LEADER grant of over £1m has levered-in additional investment of almost £2.5m, equating to £3.30 of other funding for each £1 of LEADER grant committed.

Colin Gilmour, Chairman of the Outer Hebrides LEADER Local Action Group (LAG) said:

“The LEADER LAG is delighted to issue this latest ‘Spotlight on Projects’ Bulletin – on the back of a highly significant milestone for the LAG in awarding over £1m of our total LEADER allocation in the first year of the current Programme. These projects will deliver economic development benefits through maximising opportunities for income-generation, along with achieving a range of cultural and social benefits in local communities across the Outer Hebrides.”

LEADER funding has been delivering community-led local development (CLLD) opportunities to local communities across the Outer Hebrides for over 25 years. The Outer Hebrides LEADER Programme is administered by a Local Action Group (LAG) comprising of private and public representatives from across a wide range of sectors. In 2015 the Scottish Government allocated a total of £3.17m for the current EU LEADER Programme 2014-2020 to the Outer Hebrides LAG.

The LEADER team is accessible in the Comhairle’s Stornoway and Balivanich offices to support properly-constituted groups and small businesses with projects that create opportunities with tangible local development outputs. LEADER ACHIEVES GRANTS MILESTONE - £1 MILLION AWARDED IN 2016

The Outer Hebrides LEADER Local Action Group announced recently that over £1 million has been awarded in grants to community groups and businesses across the Outer Hebrides since the programme opened for applications in April 2016.

A total of 17 community-led projects with a cumulative value of almost £3.5m have been supported by LEADER funding this year. LEADER grants of £1,036,613 have levered-in additional investment worth nearly £2.5m, which equates to over £3.30 for each £1 of LEADER grant committed.

NEW LEADER GRANT AWARDS FOR THREE COMMUNITY PROJECTS

Outer Hebrides LEADER has announced awards for three community-led projects worth nearly £235k. Grants totalling almost £115k have been offered to: ‘First Love Music Ltd’; ‘Hebridean Castle Trading’; and ‘Kinloch Historical Society’ – also levering-in almost £120k of external funding.

OH LAG Statement

The new deadline for the next LEADER applications is Wednesday 19th October. This has been brought forward as a result of recent correspondence received from Scottish Government, who have confirmed that they will honour all committed signed off projects up until the UK Government Autumn Statement date (23rd November).   Until they form a response to the Statement, the Scottish Government cannot guarantee funding after this date, and LAG areas have been advised not to expect to receive notification and detail of this until early 2017.   

Therefore, applicants applying to the round must have secured, or at least be close to securing, the full match funding package, as well as realistically being able to meet all conditions timeously, in order to avoid any risk with the projects proceeding.  This will provide the LEADER team with the opportunity to ensure all paperwork is received and reports are developed and sent to LAG members promptly for scoring.  That will allow the team enough scope to send out letters of offer and receive the signed grant acceptances back into the LEADER office to ensure everything is signed off by 22nd November at the latest.

The Outer Hebrides LEADER Programme 2014-2020 will continue ‘business as usual’ beyond 23rd November, receiving Expressions of Interest and supporting applicants in bringing their applications forward, but will not be able to approve applications until the Scottish Government’s position is made clear.
